e-MOPOLI task leaders released project outputs, namely the Regional Context Analysis, the Sourcebook of Good Practices and the e-MOPOLI Recommendations.
The e-MOPOLI Regional Context Analysis is a report elaborated by the Region of Flanders- department Environment (PP05), with the contribution of all partners and the supervision of e-MOPOLI Editorial Group (EG). It presents a regional context analysis of the 9 participating European regions of the e-MOPOLI project, Province of Brescia, Calabria Region, Regional Development Agency of Gorenjska, Region of Attica, Flemish government Department Environment, Regional Council of Kainuu, Rogaland County Council, Bucharest-Ilfov Regional Development Agency and Zemgale Planning Region. The aim of this report is to compare and examine factors influencing adoption of alternative fuel technologies in the respective regions of the project partners and to provide an overview for governments regarding the suitability of good practices with respect to the regional territorial context.
Another output available on the e-MOPOLI website relates to the Interregional Sourcebook of Good Practices. The responsible partner for the elaboration of the document is Region of Flanders- department Environment (PP05) that collected, thanks to Partners support, more than 50 Good Practices from partner regions. In order to allow knowledge exchange throughout the participating regions, local Good Practices were analyzed and evaluated. 40 out of 50 Good Practices were then selected. Crucial for analysing the Good Practices was the creation of the ‘Regional Context Analysis’, first project output, in an earlier stage of the project, this provided insights in determinants for market uptake as well as regional indicators. Current stage -the sourcebook- provides regions with extra insights on the sensitivity of policy measures to local context indicators, allowing them to be analysed in terms of suitability for certain types of policy measures. After analysing the transferability of policy measures to each of the regions, an overview of performance indicators on ease of implementation, impact and cost-benefit ratio is given, permitting regions to select their practices of choice.
The third output relates to the e-MOPOLI Recommendations, elaborated by Attica Region (PP04), with the contribution of the entire Consortium. The objective of this document is to develop and present the template documents concerning the action plan and the recommendations aiming at promoting electromobility and the use of alternative fuels in all 9 project partners regions. In order to achieve these objectives, the description of the methodology, and its various steps, starting from the investigation of the progress achieved so far, and the deficiencies existing hindering the promotion of the sustainable technologies, and going through the creation of the regional profile, via the conduction of GAP and SWOT analysis, is highlighted. The development of the regional profile based on the results of all the GAP and SWOT analyses leads to the formulation of recommendations in different aspects (business, governance and RIS3), taking into consideration all deficiencies and strengths of the region. Scope of the recommendations is the definition of effective guidelines, the design of policy instruments for the shift from fossil to alternative fuels, the deployment of charging facilities, and the solution of e-mobility powered with electricity from renewables, exploiting best practices and ready-to-go examples. The recommendations cover a wide range of solutions that could enable any region interested in sustainable transportation systems to promote electric and alternative fuels vehicles.
