The Action plan with measures for promoting the inclusion of green criteria in public procurement guides how best practices in interregional cooperation developed by Stara Zagora Regional Economic Development Agency can be used as a development tool with the potential to influence the achievement of project objectives. it defines the nature of the actions to be taken, their timing, the participants, the costs associated with them (if any). 

Stara Zagora Regional Economic Development Agency (SZREDA) presented the Action plan measures to stimulate increased use of green criteria in public procurement. The recommendations in this plan are based on the activities implemented in the period 01.01.2017 - 31.08.2019.

The report envisages 4 key actions:

Key action #1:  Online platform for sharing experiences on green products and services 

Key action #2:  Incentives for contracting authorities which include green criteria in public procurement 

Key action #3:  Increasing the expert support for contracting entities that want to include green criteria in public procurement 

Key action #4:  Methodology for the conservation of protected species of bats and birds in buildings assigned to be renovated under the National Program for the Energy Efficiency of Multifamily Residential Buildings 

In order to receive the up-to-date information on the progress of activities’ implementation set out in the Action plan, SZ REDA sent an official letter to Executive Environment Agency, the entity that supported the Action plan and signed it, on 12th August 2020.  

The provided answer dated 24th September 2020 states that the activities cited above are part of the goals set out in the National Action Plan for the Promotion of Green Public Procurement for the period 2012-2014 by the Minustry of Environment and Water: www.moew.government.bg/static/media/ups/tiny/filebase/Green/Green.pdf and the Executive Environment Agency has a commitment to fulfill them. Although the the Covid-19 pandemic has created certain difficulties and budget reductions, the Executive Environment Agency envisages the implementation of all 4 key actions set in the Action plan with measures for promoting the inclusion of green criteria in public procurement by the end of GPP4Growth project in 31st March 2020.
