Over the past 4 years, Podlaskie Voivodeship (PL) and five other regional and local players and an advisory partner have been working together as part of the Next2Met Interreg Europe project, to implement policy solutions aimed at increasing the attractiveness for knowledge, opportunities and capital of territories located close to metropolitan areas.

Below, you will discover the challenges, solutions and results of Podlaskie Voivodeship (PL) in developing the use of digital tools for communication with citizens and entrepreneurs. 

Initial Challenge

With the development of e-services in Podlaskie Voivodeship (PL), there is a growing need to work on their quality and how to communicate with its residents and entrepreneurs. On the other hand, the development of e-services provides more and more simple, effective and attractive online tools, such as online forms and surveys, that improve communication - and this is what was presented by the good practice: “Digital consultations to inform Local Digital Strategies” by the partner from Ireland. 

Solution

Inspired by the good practice from Ireland, Podlaskie Voivodeship decided to test the tools online in the process of collecting opinions from different groups of stakeholders to confirm their effectiveness, and then to draw attention and encourage other public institutions in the Podlaskie region to use such online solutions - by adding a new projects selection criterion under a call for proposals for the development of electronic services in administration which rewards projects for additional functionality of planned solutions in the form of an online consultation service with users (inhabitants / entrepreneurs). 

Moreover, in order to disseminate knowledge on the possibility of using various types of tools to facilitate effective communication with the users and to inform about the planned call for proposals, there was organized the Conference "Development of e-services in Podlaskie Voivodeship - opportunities and examples".

Results

In 2022, 2 calls for proposals for the development of electronic services in administrative were held:

-1st Call: 16 applications were received, of which 10 were positively evaluated (3 received points for the criterion)

-2nd Call: 10 applications were received, of which 9 were positively evaluated (5 received points for the criterion).

All the projects are currently in implementation.
