The basis for the fourth meeting was the target group design based on personas conducted in the previous workshop. With the help of the conceptual model of the so-called empathy maps it was possible to analyze the personal needs and feelings of the potential customer / target group on the level of the individual, whereby in a further step not only the wishes can be described, but also comprehensively under-stood. Based on these results, the individual driving forces and barriers for the mobility change of the target groups were to be highlighted once again and, furthermore, first rough drafts for political measures (designing of actions) were to be created by the participants in order to motivate the individual target groups to change to environmentally friendly modes of mobility. As in the previous workshops, the following guiding question formed the overarching framework of the overall.

The key question was:

What mobility behaviors of people have the greatest potential for change in terms of the reach of transportation policy tools and the impact on carbon footprint reduction?

The following Stakeholder groups were recruited to partivipate in the meeting:

  • Transportation Companies
  • Representatives from the municipalties
  • Supraregional representatives
  • Schools

As a key outcome of the fourth meeting, the first step was for the sta-keholders to plan possible actions to encourage the residents and es-pecially the target groups of the county to adopt more sustainable mo-bility practices.

In summary of the worshop, it has become clear that a mix of behavior-changing ac-tions has a great potential to push for a more sustainable mobility prac-tice in the District of Grafschaft Bentheim. Based on the concrete suggestions from the bar camps and the wis-hes of the customer groups, which were again focused on during the stakeholder workshop, these main topics are now to be concretized in the form of packages of measures. In a next step, the actions that ha-ve now been initiated will be further developed into a concrete action plan according to the specifications of the PE4Trans project, which will be incorporated into the future local transport and infrastructure plan-ning of the district and the associated municipalities.

Proposals:

1. Relaunching of the existing call bus system (Rufbus)

The aim is to digitalize and make more flexible the de-mand-driven service of the call bus in the county on the one hand and, on the other hand, to make it better known in the county through an extensive advertising campaign.

2. Bus and train trainings for Seniors

The aim is to train senior citizens in the everyday use of public transport and to remove obstacles to its use. Being mobile in order to participate in life is a valuable asset. Public transportation is a sustainable mobility alter-native. For many, however, it is not so easy to find their way through the daily traffic. Above all, many find using public transportation too complicated, and many questions arise: When and how often does the bus leave, how do I get on safely, which ticket do I need?
During the training sessions, the senior citizens will be informed by trained scouts on a wide range of public transport topics.

3. Patent tickets

The goal is to motivate previous non-users of public transport to use public transport in the simplest possible way. Existing regular customers could act as experts for acquaintances and family members and thus inform them about the offers and advertise them. The "patent ticket" is a form of recommendation marke-ting in public transport, in which people are won over as new customers.

4. Incentives to encourage public transport use

The aim is to encourage people to use public transport more often by offering incentives at various companies in the business, retail and tourism sectors. "Incentives" (or incentives) are intended to encourage previous nonusers or infrequent users of public transpor-tation to use buses and trains more frequently. Various monetary or non-cash benefits are intended to motivate people not to use their cars for certain journeys and to resort to alternative means of transport.

5. Project Day „Sustainable Mobility“ at the County Schools

The aim of a general project day on the topic of "sustainable mobility" in the secondary schools in the county of Grafschaft Bentheim is to sensitize the stu-dents to the topic of climate protection and mobility and to develop ideas on how the mobility of young adults can be made more sustainable in the county.

The goal is to motivate people to use sustainable forms of mobility through certain actions or competitions. Through certain actions or competitions, people can be motivated to use sustainable forms of mobility more often.
