About this good practice
Agrofood sector is an important economical activity in Castilla y León region, with a relevant representation in the GDP. CyL Competitiveness & Industrial Innovation Third Framework Agreement (2014-20) include ICE Rural Competitiveness project within its main priorities, defining its objectives: Encourage the creation, consolidation & growth of companies in rural areas, especially those linked to the production, transformation and/or marketing of agricultural & agri-food products and those linked to the exploitation of the endogenous resources of the territory, with special emphasis on the new activities that may be developed in the field of the bioeconomy. One of the most significant innovations incorporated in this Program is the participatory approach that will be used in the development of the whole project where STRING project is linked. Thus, both in the preparation and in the development and monitoring of it, a participatory process will be followed in which the main companies & economic & institutional agents will take part. Once the characterization study of each zone and the corresponding mapping have been carried out of companies, Work Groups are created (Territorial Clusters). WG constitute an intersectoral meeting forum, whose ultimate objective is the search for synergies & the improvement of the competitiveness of each of the zones. The sectoral strategic approach will be oriented in agrifood to traceability, quality, design, differentiation and distribution.
Resources needed
This service requires the network of offices located in the Regional Agrarian Sections, the offices of the ICE of each province, the territorial services of Agriculture and Livestock, and the Provincial Councils; Chambers of Commerce & some City Councils. In addition, a computer platform is needed.
Evidence of success
1. ICE Competitiveness Office Network – entry point for entrepreneurs & rural enterprises.
2. IT platform dev. – CRM ICE Competit.: informing & advising rural business & entrepreneurs; data collecting & monitoring of business & entrepreneurs projects. 2852 clients served & 3482 queries answered.
3. Targeted actions: outwards: 3 digital marketing workshops; 2 seminars on “Good practices within the distribution and agro-food industries”
Since its launch until Sep. 30 2018, we had 3,410 users.

Potential for learning or transfer
The creation of similar interaction models and the transferability or the extrapolation of this idea to other areas is perfectly feasible and could serve as a source of inspiration to the public authorities in european regions..
For developing the ICE Competitiveness we apply the cluster methodology, easily transferability to others: participative process through Working Groups with all the agents; every sector of the value chain is covered. Prior analysis: identifying sectors with greater presence & potential & Characterization of the Industrial Base & Locally-generated resources per operation area is needed: Characterization Study; Mapping & identifying businesses & enabling agents; Enterprises interviewing & strategic approach; Strategic Action Plan Definition: Presentation of the original plan to the enterprises & agents of the area; Working groups (including main agents & boosting companies); Monitoring & coordination of actions.
