This is the good practice's implementation level. It can be national, regional or local.
About this good practice
According to §9 EEffg (Energy Efficiency Law) large companies must either
• implement an approved management system, which must at the same time include regular external or internal energy audits, or
• Have an external energy audit carried out every four years
for the years 2015 - 2020.
approved management systems are:
• Energy management system according to ISO 50001
• Environmental management system according to ISO 14001
• EMAS - Eco Management and Audit Scheme
• A nationally recognized management system (for example, "Responsible Care" or "EFB"), equivalent to an energy management or environmental management system.

Resources needed
The measure does not require a high legislative effort as it was the national implementation of the EU directive. The measure does not require high technical effort to be adopted as the uploading process of the energy audit did not Change.
Evidence of success
As an energy audit still has to take place, the achieved results are low. A better relief would be the German approach. In Germany, the environment statement counts as the energy audit report. In Austria, an external or internal audit still has to be done besides the environmental statement.
Potential for learning or transfer
The implementation was not difficult as it is the national implementation of the EU directive. Also, the uploading process of the audits are the same - thus no extra resscources are needed. However, it might be more favourable for EMAS organisations to implement the EU directive in a similiar way as the German example.
