About this good practice
The missing infrastructure to charge electric vehicles is one of the main reasons which hinders the market development for e-vehicles.
Carinthia started with creating charging infrastructure with the view as a traffic planner and the focus as a traffic manager. The government asked themselves, in this endeavour, what was the customers’ urgent need in order to faciliatte the adoption of e-mobility: the asnwer was to address the lack of charging infrastructures.
In the first part of the project the RG of Carinthia tried to involve all stakeholders recognizing that they were not ready for this step. So the RG Carinthia worked by themslves and tried to cooperate only in a situation-based approach with the segments of the market that were directly involved.
Carinthia is now the best equipped region in terms of charging infrastructure per capita in the EU-27. At the moment Carinthia has more than 1000 charging points in a region with 560.000 inhabitants. The research on this was also performed in the EU-projects “Enevate” and “I-CVUE”.

Resources needed
€ 250.000,00 per year. The first three years with one employee. Then three years with five employees and some additional money from a life+ project. And the last four years with one employee.

Potential for learning or transfer
As the European commission found out in 2011, the "hen and egg problem" with charging infrastructure or e-vehicles isn’t the actual issue. The infrastructure has to be developed first and the e-vehicles then will appear in the market. That is why we think this practice can be of interest to other Regions. Usually the traffic management and the traffic planning authority is in the hand of the region and so the regional authority have a strong influence on this market development.
