About this good practice
To support the potential of different areas and to strengthen thecooperation between local governments co-financed from European Funds several tools of territorial approach were created within WRPO 2014+: Integrated Territorial Investments (ITI) and Subregional Areas of Strategic Intervention (ASI).ITI is a form of cooperation between local governments co-financed from European Funds.Partnerships of voivodship or regional cities and surrounding communes as well as voivodship authorities jointly set goals and indicate investments necessary to achieve them. This formula allows to go beyond the rigid administrative boundaries of local governments and achieve greater impact of jointly implemented projects. In the Wielkopolskie Region, the ITI instrument is being implemented in Poznan–Capital City of Wielkopolska region and its Functional Area, as well as in Agglomeration of Kalisz-Ostrów Wielkopolski. ASI instrument is provided for centers of a sub-regional nature (together with their functional areas).In WLKP ASI is implemented in the following cities: Leszno, Piła, Konin and Gniezno. At the stage of creating the program and ITIs, a great emphasis was placed on the complementarity of their goals with the RIS3.The goals of ITI in the field of economic development, entrepreneurship, employment and professional activity are combined with the goals of RIS and seek, among others, to raise innovation competences and professional qualifications, as well as multidimensional use of ICT
Resources needed
Funds for their implementation ITI and ASI come from the Wielkopolska Regional Operational Program for 2014-2020. The allocation for territorial instruments is 1 496,1 mln zł.
Evidence of success
ITI and ASI implementation allowed to take advantage of the endogenous potential of the region in accordance with a place-based and integrated approach. Good partnerships are one of the foundations of cooperation, more and more local governments are aware of its following benefits, a special cooperation platform was implemented for strengthening cooperation. Local governments were ableto shape the intervention which results in more efficient ways of counteracting local development barriers.
Potential for learning or transfer
Good Practice: integration and harmonization of reference databases and provision of electronic public services - the use of ICT in Konin Subregional Area of Strategic Intervention. Goal: improving customer service and functioning of local government administration through the implementation of new ICT and related public services in the field of spatial information. The project involved the construction and implementation of an infrastructure for spatial information to manage the space of the beneficiary and project partners and the provision of e-services. The system provided public access to current spatial data of the beneficiary and project partners, the main aim was to improve administrative processes and the quality of broadly understood information, spread access of public information, introduce innovative solutions, provide new qualitative and quantitative public services.
