The process starts with mapping the present status. The Finnish Environment Institute (SYKE) calculates the starting level for each city, including greenhouse gas emissions, amount of household waste and recycling rate per capita. The communities then start conducting the roadmap by targeting five main themes to advance:
- Energy production and consumption
- Transportation and logistics
- Consumption and material flows
- Food production and consumption
- Water use and natural waters.
Learning from each other, peer support and pressure are among the key elements of the communal goal for better future.
Expert opinion
This practice is an inspiring example of a network of resource-smart pioneer cities and municipalities working together to become carbon neutral and waste-free by 2050. The initiative is interesting for two main reasons: the novel concept based on cooperation between cities and municipalities and the methodology, i.e. FISU process that aims to guide these cities and municipalities in achieving the ambitious goals related to carbon neutrality and more efficient use of resources. The process, consisting of five steps that range from assessing the baseline situation, preparing and implementing an action plan (roadmap) and its monitoring can be transferred elsewhere. Important factors for the success of the practice is the mutual learning and peer support. The novel idea, approach, results and lessons can therefore serve as a model for other cities and municipalities with similar ambitions.
