About this good practice
In alliance model the health care services are produced jointly with the public, private and non-profit organisations. Alliance model is common in construction projects but in health care it is utilized very seldom.
In Tampere the process started with a pre-market dialogue which helped to specify the needs and goals and reach out to potential alliance partners. The final partners were selected through a negotiation procedure and the services were planned together with the partners and citizens during 15-month development process. The alliance partners are committed to mutual goals, share risks and compensation of the purchase. Actions of the alliance partners are measured and constantly developed.

Resources needed
All operations of the alliance are under the budget of the City of Tampere. The contract period is 10 years and the total budget is 157,2M€. The healt care services will employ about 200 people.

Alliance model enables to combine the best competencies and the entire cooperation (services, economy, agreements etc.) is designed together.
In the alliance the targets, risks and revenues are shared and the decisions are made together.
The cooperation between different health care professionals have become more efficient with direct effect on customer service and enabling fast deployment of new IT solutions. Organisations nationally and internationally have been interested about the model.

Potential for learning or transfer
In the alliance, especially the new operating practices in the multi-provider environment are interesting to follow and the 10-year trial will provide information on their effectiveness.
The best thing about the alliance model is that it genuinely gives advantage of the best features of public and private healthcare services. The measures developed together make sure all the participants (public-private-NGO) are committed to the same goals. The model increases openness of the operations. The alliance shares the profits and risks of the project and all decisions are made together, taking the customers’ needs into consideration. The alliance can be seen primarily as a launchpad for innovations and it will be developed futher in the future.
The model ensures that the public money has the optimal value and the services are transparent.
