About this good practice
This is a good practice in relation to sharing Strategies for RIIs as it is crucial for RIIs to have sufficient and well skilled staff dedicated to managerial, operational and technical functions, as well as other organisations’ staff which need to be prepared to deal with RII and have sufficient knowledge to be aware of the opportunities offered by the new RII. Also, a new generation with the appropriate competences must be formed, and in case attracted to the regions.
The Brainport Talent Programme is one of the furthest advanced, integral regional programmes in this respect. It focuses on three ambitions:
1) Innovation in education, emphasising skills for technology, entrepreneurship, creativity and global citizenship,
2) Life long learning for the entire workforce
3) A balanced labour market where the current shortages in tech and IT talent is the main focus.
This good practice contributes to these ambitions through following acitivities:
• technology promotion at primary and secondary schools
• connecting companies and schools to have ‘real life challenges’ in educational programmes
• supporting cooperation between schools
• conducting a regional life long learning awareness campagne
• making connections between ‘providers’ for life long learning and SMEs
• Attracting tech and IT students
• Attracting tech and IT knowledge workers - Talent Attraction Programme
• Innovation in recruitment
• Innovation in cooperation for reskilling

Resources needed
The budget in 2018 was approximately €800.000 with and 10 FTE of people working on the projects. Funding comes from the companies participating in the projects, from government and other funding partners such as technology networks for education.
Evidence of success
- Joint action on regional ambitions, formalized in the Brainport Talent & Skills Agreement, signed by 220 companies, governments and knowledge institutions
- Number of pupils chosing technological specialities in secondary school increased with 22% since 2005
- Number of students choosing higher vocational education in technology increased with 80% since 2005
- Continuously increasing number of international students (300 extra in 2018, compared to 2017) and knowledge workers

Potential for learning or transfer
The basic trust between companies in the region is an important factor for success – companies are willing to ‘open their doors’ for each other and know each other as partners for cooperation from previous projects.
What can be ‘copied’ by other regions are the elements of the projects and programmes, however, it is needed to translate those to the regional profile and structure.
