About this good practice
The state of Hesse has set itself the goal to advance contracting (also known as ESCO) in Hesse in order to save energy costs and greenhouse gases. Especially municipalities can benefit from this service. This service models enable access to energy saving potential without providing investments and know-how by the owners of the building. It covers every power stage to implement modernization and facility measures. The investment risks are remaining with the contracting donator.
Energy saving contracts comprises development, implementation, investment, operational management and maintenance out of one source.
The Police Academy in Wiesbaden got a new energy system for power and heat for their 60.000 sqm building via this energy service. The building of the police academy in Wiesbaden is in public hands, that means the land Hessen is owner of the real estate. AAll conditions of the agreements are recorded in a contract concluded in advance.
HessenEnergie as service provider supervised and handled the project from start to finish. There are energy savings realized, which are taking for refinancing energy engineering: It was installed a 90 kW biomass grate firing system from cascade use, two combined heat and power plants, two gasoline low-temperature boilers. HessenEnergie is one of the few providers for municipalities and the public sector. The police academy does not have to make its own investments in resources or know-how.

On both sides earnings and savings can be achieved. Profitability in this field is a strong leverage for project implementation.
The police academy realizes energy savings without its own investment and thus without any risk for the public sector. After completion , the customer will benefit from the achieved cost savings, which according to experience are up to 15%. In addition, 10,000 tons of C02 will be saved.

Potential for learning or transfer
The gaining that can be used to refinance the executed investments. The contracting taker gets a low risk and sustainable energy system and participates in the energy saving on a long-run. In the described project Hesse as customer sets a good example. Thus, the contracting model will be familiar in the region of Hesse.
For Hesse not only energy savings arise. Also, on the other hand the free resources can be invested in new RES projects in Hesse. Furthermore, the state provides one of its buildings as a room for testing and implementation of contracting models.
