Procurement of the drug treatment services in the City of Tampere

About this good practice
The City of Tampere wanted to change the drug treatment services to be more customer-oriented and flexible. The target was that no one will drop out of the services and the system will be more pliable than before. In addition, the services wanted to be made measurable and effective.
The preparation of the procurement and the design of the service model was done with service design method. Market dialogue was utilized when the market analysis was done. The procurement itself was done with negotiated procedure. The emphasis in the procurement was in price (60%) and in quality (40%).
The indicators and bonus-sanction model was formulated during the procurement process.
The procurement process included some innovative procurement elements:
- Service design
- innovations in service process
- result-oriented approach
- partnership model
As a result, the partnership was formed with A-Clinic Ltd and Helsinki Deaconess Foundation. The three-year long partnership contract includes continuous service development observed by the steering committee.

The customers, service providers and public officials from the City of Tampere participated in the preparation and design of the procurement process.
Evidence of success
The innovative procurement process has created market opportunities for several service providers. The other cities in Finland have been interested in the innovative service product. The concept that was created during the process gives private sector more freedom to develop and produce the services. The design and the procurement process succeeded. Customer-oriented approach during the whole service chain has gained a lot of positive feedback.
Potential for learning or transfer
Special attention should be paid in indicator definition. Usually the indicators are quantitative which may hinder the true effects of the service. Social indicators should be as important as the financial indicators are. When new service models are implemented it puts pressure to adequate information systems in order to enable efficient knowledge management.
