On 28 January 2022, the Regional Ministry of Housing presented the main innovative and circular aspects that are planned to be included in the new regulations on the Habitability of Housing in the Valencian Community.

Stakeholders from research and business institutions and technology institutes, together with REDUCES project partners, participated in the meeting.

Different topics were discussed during the session. First of all, the need to specifically regulate rehabilitation interventions, differentiating it from new construction, and thus promoting flexibility. But other more specific issues were also addressed, such as accessibility, energy efficiency, digitalisation of housing, promotion of sustainable means of transport, promotion of local products (km0), building passport, etc.

The new standard is being laying out following a performance-based approach, thus providing flexibility and alternative solutions to meet the parameters introduced. It is proposed to articulate the new regulation around minimum requirements or conditions to be met and a series of improvements or recommendations, which could be promoted through incentives.

At the meeting it was also proposed to include the requirements already established in the decree that regulates the allocation of the European NEXT GENERATION funds for the renovation of residential buildings and housing, in order to aligned both policy instruments, as for example the obligation to guarantee the adaptability and dismantling of constructive solutions proposed in rehabilitation projects, to ensure at least 70% of construction waste is prepared to be recovered, reused or recycled, and to fulfill the declaration of not damaging the environment.

New meetings are planned to land all the ideas into concrete proposals through collaboration with the main stakeholders of the circular and innovative ecosystem of the region.
