Improving ROP policy instrument in North-West Romania via local stakeholders’ recommendations.

On the 29 th of January 2021, the North-West Regional Development Agency organized an extended regional stakeholders group meeting within the Recapture the Fortress Cities project. The event took place online, due to the pandemic situation.

The meeting gathered more than 30 participants from Northern Transylvania, representing local authorities managing heritage sites, museums, history research institutes, universities, associations active in archaeology, architecture, urbanism and cultural heritage and staff of the North-West Regional Development Agency in double role: implementation experts of the RFC project on one hand and staff of the current and future Regional Operational Program (ROP) managed by the agency. High level representatives of the National Institute of Heritage also participated, pointing out recommendations for the next period and also synergies with the national heritage support programs.

The meeting focused on the financing needs in the heritage sector and on the improvement of the technical documentation, criteria and procedures related to the future 2021-2027 North-West Regional

Operational Programme, as for the Priority related to the cultural heritage, under Policy Objective 5 “Europe closer to citizens”, based on the participants’ experience of implementing projects within the current ROP. The meeting concluded with a constructive open debate between all participants.

The recommendations are being synthetized and forwarded to the team in change of North-West ROP negotiation with the European Commission and to the team which will contribute to the elaboration of the future guide of proposals. The conclusions will serve as basis challenges to formulate dedicated measures to be included and pursued within the RFC Local Action Plan to be elaborated this year.
