Local evaluations

To understand the real impact that innovative policy measures have on the effectiveness and sustainability of waste management procedures, each SMART WASTE partner selected and assessed one policy instrument on their territory. After elaborating a common methodology, they evaluated the specific support to innovation given by the selected policy instruments concerning:

• Waste streams involved;
• Step of the European waste hierarchy step;
• Specific kind of EU Structural Fund support;
• Quantitative evaluation of policy instrument capacity to reach environmental targets if the policy instrument included such targets.
  

The results not only highlight positive impacts and shortcomings for each territory but also suggest some further steps that could be taken to improve the policy instrument under scrutiny. Reports are available detailing the evaluation of the following policy instruments:

• Kolding’s Municipal Waste Management Plan 2022 – 2030
• Lithuania’s multi-fund Operational Programme (OP) for investing European Structural and Investment funds 2014-2020, measure 05.2.1-APVA-K-009
• Bulgaria’s Operational Programme Environment (OPE) 2014-2020, Priority Axis 2 – Waste
• Tuscany Region’s Operational Programme for European Regional Development Funds 2014 – 2020
• Apeldoorn’s Municipal Waste Management Plan 2018 – 2025

This step was essential in the preparation of the SMART WASTE Action Plans.
