Context and Origins
Since Europe has been hit by a financial and economic crisis, unemployment amongst youth and long-term unemployed has worsen in most European Union Member States, leading to the degradation of the labour market. Over 35s have been especially affected because of industrial decline, globalisation and relocation.
Many workers with strong skills struggle to find an occupation because of the lack of opportunities in their geographical area. Others have been facing long time unemployment as their skills don’t match the local labour market needs. This situation is faced especially by youth, over 50s, less qualified workers, persons with disabilities and underprivileged minorities.
As these social groups often benefit from national programmes like professional training or recycling, their chances to integrate the labour market depend on the labour market opportunities which are limited just as the domestic area whereas many positions are waiting to be fulfilled across Europe.
In line of the mobility programme “Your first EURES Job” concerning which helps young jobseekers under 35, the European Parliament proposes a programme called “Reactivate” promoting over 35s mobility across Europe so the labour market demand can meet the supply.
Even if European economy has been expanding quicker than expected and the labour market is reaching its steady rate, some social groups are marginalised, and large disparities remain between Member States, hence the need of a programme promoting intra-European Union mobility. Indeed, despite some people’s ideas, European mobility is over-estimated: only 3.9% of European citizens between the age of 15 and 64 are living in a country differing from their birth country.
Intra-EU labour mobility can help to address labour market imbalances and improve labour market's efficiency. It can contribute to improving the allocation of resources and serve as an adjustment mechanism for unbalanced labour markets whilst enabling economies to cope better with economic shocks.
"Reactivate" can offer the age group 35+ an opportunity to benefit from tailor-made employment support, acquire diversified knowledge and skills, learn new languages and strengthen their EU citizenship values.
Objectives
This call aims to ensure the continuity of the preparatory action called “Reactivate” for the third year. The objective of the action is to test the feasibility of an intra-EU job mobility scheme for the age group above 35 years, with a particular focus on unemployed citizens, including long-term unemployed.
This action, strongly focused on results aims at improving the conditions for jobseekers so they can fully take profit from their right of free circulation on European Union soil.
The actions submitted for this call for proposals should, amongst other things:
- carry out outreach and information activities towards target groups and in particular to employers and other stakeholder organisations interested in sharing opportunities, offers or job vacancies with the consortium
- provide information on the Reactivate work opportunities and support available to the EU citizens over 35 years
- establish cooperation with other organisations willing to act as information multipliers on Reactivate
- develop and deliver a comprehensive, tailor-made package of mobility services, combining customized activation measures with direct financial support to both the target group of EU citizens over 35 years of age and employers (in particular SME's)
- include at least, as activation measures within this package, information and assistance with offers and vacancies, matching these with candidates and the preparation of the placement/recruitment in a number of Member States involving jobs and/or traineeships
