The first part of the seminar focused on presenting the process of developing action plans to improve energy efficiency projects as well as presenting examples on how to improve energy efficiency projects by public authorities. This section started with the presentation of the ongoing action plans of the SUPPORT partners (Germany, Sweden and Malta), highlighting the importance of introducing the measures identified in national and international experience exchange events already organized within the SUPPORT project. Afterwards, the representative of the Technical University of Cluj Napoca presented a model of energy management of public buildings as good practice case in Cluj Napoca.

Interventions of the SUPPORT project partners followed approaching, on the one hand, solutions related to monitoring systems for the energy management of public buildings (Romania, Germany), and on the other hand, national programs for energy rehabilitation of buildings (Croatia) as well as regional plans for decarbonisation (Malta) and national policies for climate change (Bulgaria). In this section an intense networking activity was also held, during which all participants could discuss bilaterally with counterparts from other countries.

The second part started with a presentation of the Smart City concept in Alba Iulia, followed by two focus groups debates to identify challenges, needs, problems and constraints related to the development of action plans as well as to the identification of solution to overcome the challenges posed by the new EU financial instruments models.
The activities of the second day ended with a study visit in Alba Iulia, during which the participants could find out more about some of the Smart City measures implemented in our city, especially those related to energy.
