This dissemination event was organised in the framework of the VIOLET Project and focused on presentation of good practices identified in partner regions aimed to promote the energy efficiency measures in cultural patrimony buildings.

Two projects gathered together funded by the INTERREG EUROPE PROGRAMME and implemented by the South-East Regional Development Agency (SE RDA) targeting the same objective:

  • Reduction of CO² Emissions

Therefore, VIOLET Project envisages the reduction of CO² emissions through energy reduction in traditional building while INNOTRANS Project (“Enhancing transport innovation capacity of regions”) by promoting innovation in transport sector. 



Twenty participants, from energy efficiency and transport sectors attended the event, namely: representatives of Buzau Municipality (stakeholder for both projects), schools and kindergartens, energy efficiency auditors, County Cultural Patrimony Directorate, site managers, local public transport company – TransBus Buzau (stakeholder for INNOTRANS project), Inter-community Development Association, experts on energy efficiency and mobility.

Context of organising the event: To help fight climate change, EU leaders adopted in October 2014 the 2030 climate and energy framework, which includes binding targets to cut emissions in the EU by 2030. The Effort Sharing Regulation (one of EU initiative) sets binding targets to cut greenhouse gas emissions for each EU country. In sectors such as transport, agriculture, buildings and waste management emissions will be cut to 30% by 2030 compared to 2005. These sectors account for the majority of the EU’s greenhouse gases (about 60% of total EU emissions in 2014). To guarantee that all countries participate in the EU's efforts to reduce emissions coming from the sectors mentioned above, the Effort Sharing Decision establishes binding annual greenhouse gas emission targets for EU countries for the period 2013–2020. As the capacity for cutting emissions varies by member state, this is taken into account by basing the targets on the countries' gross domestic product per capital. The target proposed for Romania is the reduction of CO² emissions with 2% in 2030 compared to 2005.

Therefore, measures should be carried out by Romania in order to reach the target. As both projects implemented by SE RDA envisage as ultimate goal the reduction of CO² emissions, good practices from partners regions in terms of energy efficiency in patrimony heritage buildings and innovation transport have been shared and discussed during the event.

Moreover, the role of local public authorities in taking initiative for reduction of CO² emissions has been highlighted. In this respect, there were presented the projects implemented/under implementation by Buzau Municipality in the field of energy efficiency in public buildings, transport and mobility.

Nevertheless the policy improvements proposed for INNOTRANS and VIOLET and included in the Action Plans have been brought into participants attention and the estimated results have been emphasised for 2014-2020 Regional Operational Programme – Priority Axis 1 ”Promoting technological transfer” and Priority Axis 5.1 “Conservation, protection, promotion and development of natural and cultural heritage”.
