The RIS3 of Extremadura seeks to position the region as a space for innovation in sustainable management of natural resources for energy generation and industrial uses, and in the application of technology for the improvement of the population’s quality of life.
For this, it promotes the region´s scientific and technological leadership in those activities in which there is a high potential for growth, in the frame of five priority/specialisation areas: agri-food, clean energy, tourism, healthcare, and information and communication technologies (ICT).
As far as implementation is concerned, the RIS3 of Extremadura is articulated through four scopes of action directly related to the challenges identified during the design of the Strategy, and linked to a (1) culture of innovation and entrepreneurship, (2) the specialised talent that will be needed to promote the strategic areas of the region, (3) the strengthening of the business network necessary to ensure the desired levels of competitiveness in global markets, and (4) the infrastructures that provide the necessary structural support for the development of the region. In this framework, a series of Strategic Lines and Programmes have been defined to integrate different types of actions, depending on the objectives they intend to reach.
The Strategy also counts on a regional governance system with three levels of governance (strategic, coordination and management, and performance) and functions clearly defined, whose interactions are coordinated by the RIS3 management team.
The Regional Government has led the design and is currently leading the implementation of the RIS3 of Extremadura with the support of FUNDECYT-PCTEX, which since 2013 has been entitled as the RIS3 Technical Office in order to provide support for the design, implementation, monitoring and evaluation of the Strategy.
