Summary of the implementation of the activities of the Action Plan towards Circular Bioeconomy in Slovakia and Spain

Action 1: Promoting the dissemination and application of the principles of the circular economy 

At the beginning of 2020, the Nitra Self-Governing Region (NSGR) approved the modified selection criteria for LEADER NSK Programme (EUR 550,000) and introduced a new criterion for projects starting in 2020 – the environmental focus of the project. NSGR, therefore, began to prefer ecologically oriented projects or projects focused on environmental protection.  

Supported activities include e.g. removal of black dumps; promotional activities in the environmental field; information campaigns and educational activities on waste issues; establishment and equipment of composting sites and waste-collection points; support of technologies for bio-waste treatment; etc.

Action 2: Elaboration of concept materials for use of bio-waste energy and support for the introduction of bio-waste technologies 

NSGR submitted a project through the Operational Programme Quality of Environment, which is focused on the development and implementation of regional and local low-carbon strategies. Within this project, NSGR applied EUR 300,000 with 5% co-financing (EUR 15,000). The aim of the call is to increase the number of local plans and measures related to the low carbon strategy for all types of regions.  

The aim of the low-carbon strategy of the NSGR is to set low-carbon measures focused mainly on energy efficiency and the use of renewable energy sources. Based on the above facts, NSGR will prepare and submit an application for the provision of payment request for the development of a strategy in the field of thermal energy for facilities established by NSGR, which will create a platform for the development of more specific projects.

Action 3: Implementation of measures and projects aimed at streamlining the management system with communal waste, biodegradable communal waste and bio-waste 

In January 2020, the NSGR announced the calls for grant applications under the LEADER NSK Programme. By the deadline for submitting applications in May 2020, all Local Action Groups in the Nitra region submitted a grant application. For 2020 there are 44 projects submitted, applying for EUR 121,666 in total. 

Within the submitted project proposals, there are many interesting environmentally oriented projects, such as: revitalization of public greenery in municipalities on unused areas (planting of hedges, tree lines, alley tree planting, green oases); creation of a herb garden with insect houses; establishment of a community composter for the citizens of a part of the municipality and an information campaign for the correct sorting of kitchen bio-waste (information leaflet, professional lecture); creation of facilities for educational activities in the environmental field, provision of technical equipment for active nature protection and reducing the environmental burden by separating waste, organizing playful lectures for children.

Unfortunately, during this semester our life has changed due to the pandemic. However, we have gone on working with the same enthusiasm as before. During these first months of the year, we have been focusing on the action one of our Action Plan, the approval of the regional strategy of circular economy.

On 11th February, we published in our regional official bulletin a specific Order for creating and setting up the members of the Commission of Coordination of Circular Economy in Castilla-La Mancha. 

The formal creation of the Commission and the working groups was held on 27th May via videoconference where a lot of ideas and projects were discussed. Additionally, we have been working with the projects of domestic and community composting of bio-waste in different provinces. All these activities will be shown in our next stakeholder meeting, expected for the last days of June.
