ENEA and Lazio Region organized an international workshop and two sites visits to support interregional knowledge transfer on how public authorities can appropriately license and monitor construction and demolition waste (CDW) management sites and facilities and can boost the use of recycled products. More than 130 people attended the workshop.
CDW policy framework at EU and national level, regulations, authorization and controls, was presented and discussed in the first session of the Workshop. The framework of Italian GPP and Minimum environmental criteria, together with certification schemes and labelling supporting verification and compliance, was presented and discussed in the second session.
Two virtual visits to an inert CDW recovery plant located in Rome and to the relative material analysis and qualification laboratory, respectively, completed the exchange of experience on authorizations and controls and on the procedures for the production of recycled aggregates of certified quality.
Exchange of experience visits poses an excellent opportunity for regional stakeholders, policy makers, and experts to communicate, exchange ideas, discuss the regional issues and examine potential solutions for various social, economic, environmental, or other challenges concerning policy development. This type of activity can, therefore, play a crucial role in policy making and the implementation of potential advancements and/or change. The relevant discussions and hands-on experience can facilitate the involvement and possible contribution of key stakeholders in shaping policy action plans even after the project’s completion.
The workshop and site visits allowed to highlight:
- The wide range of initiatives on the Italian territory relating to recycled aggregates promotion and use.
- The importance of the CONDEREFF Project to promote the transfer of knowledge between regions.
- The relevance of regional policies in this field, because waste is a concurrent legislation between EU and member states and therefore it is very important for all CONDEREFF partners to be acquainted and updated about how other member states apply the regulations on their territory.
- The strategic role of mandatory Green Public Procurement in Italy in the promotion of a series of initiatives aimed at improving and certifying the quality of recycled materials and aggregates in particular, in order to support their wider use.
- The relevance of a stable demand for recycled aggregates, in both infrastructure and construction sector, to promote the improvement of the whole CDW management.
