Improving efficient use of land as a resource ?
Land as a resource Some European regions, e.g. Province of Gelderland (the Netherlands) and Flanders (city of Ghent and Antwerp) have objectives to optimise land use (in peri-urban regions). These are objectives in structural funds. To meet future needs for sustainable energy, clean water, fresh air, food security, save mobility the need of land is growing. However the availability of land is limited. All around Europe land is used but not considered as a limited and vulnerable resource especially in peri-urban areas. In some places land is becoming more and more a scarce resource. Land is sometimes used in an unsustainable way. There is loss of open space and increase of buildup area. Fertility of soil is depleted because of overuse. Therefor policy instruments on spatial developments are necessary. These instruments optimise availability and use of land as a resource. Spatial policies, land development policy and landbanking can be part of the instruments to make governments use land in peri-urban areas more in a sustainable way and instruments to work on within this project. These instruments can shorten the chain of production and use. ICT tooling and data analyses can support policy makers in optimising efficient use of land as a resource. Partners and Stakeholders Among the core group half of the partners should be public bodies that are responsible for the policy instruments (e.g. land development instruments) that are addressed in the proposal, and/or connected to objectives of structural funds (ERDF) or managing authorities of structural funds. Next to that universities, cadasters and other public bodies are possible partners. Stakeholders (target groups) can be any kind of public organizations as well as private non-profit organizations. In the field of land management we can think of Real estate union Association of land owners Association of land users.
