The North-West Regional Development Agency has delegated attributions through the framework agreement with Ministry of Public Works, Development and Administration (Managing Authority) for the implementation of the 2014-2020 Regional Operational Programme in the North-West Development Region, Romania.
As a first measure after the imposed restrictions starting in March 2020, the managing authority has allowed the extension of the implementation period for projects, which were due to be finalized during the state of emergency caused by the Covid-19 pandemic. As of now, the projects will have to be fully implemented no later than 31.12.2023. Furthermore, beneficiaries of European funds affected by the adoption of emergency measures have the opportunity to suspend financing contracts until they can restart the activity in good and safe conditions.
During the state of emergency, an electronic network has been created between beneficiaries – the North-West RDA and the Managing Authority for each of the stages related to the evaluation, implementation and monitoring of ROP projects. Also new procedures have been put into place for employees of the agency for carrying out field inspections as well as for carrying out evaluation, verification and monitoring activities in conditions of maximum safety.
At the beginning of June, a new module for the implementation of ROP 2014-2020 projects has been added to the MySMIS online platform, making it possible for beneficiaries to submit documents in electronic format, without having to bring written originals to the Agency's headquarters (requests for reimbursement / payment / pre-financing), thus contributing to the complete digitization related to the implementation of the EU Funded projects.
In April 2020 an online public debate was launched for a new ROP call, dedicated to SMEs. The consultation was completed on May 31st, the call being due to open soon.
