Partners present draft context analysis and overview of existing solutions/experiences, and provide LSG Meeting feedback (on basis LSG Involvement Report be completed for Semester 1)   

LP AFE 

Overview table of context analysis presented, starting from planning section, highlighting main legislations behind planning process, as well as relevant experiences and needs. Process followed to develop document seen involvement of internal staff from the Agency, who drafted the first version - feedback asked of involved stakeholders and document was reviewed again by internal staff to make it coherent and consistent. 

1st LSG meeting was 27th July

12th July: Individual meeting held with Tuscany Region

13th July: Participated in external event organised by Association of local municipalities presenting achievements in the energy efficiency sector, REBUS project introduced to all participants    

P2 MALMO 

Work on context analysis is ongoing. Important feedback gathered from relevant stakeholders identified, such as neighbouring communities, and regional representative of the region of Skania, also involved in stakeholder group. Further inputs expected in order to complete context analysis by the agreed deadline. 

1st LSG meeting was 29th August

P3 NORDA 

Due to undergoing reorganisational changes partner encountered some difficulties finalising the context analysis. However, partner has managed to set up their stakeholders group and start filling in template. Overview table is presented, with main findings gathered. Document will be further integrated with more information soon after project meeting.

1st LSG meeting was 6th September

P4 PNEC 

Internal research and discussion with Local Stakeholders during 1st LSG.  Evaluation of material and information gathered followed and analysis is currently under development. Document will be sent to LS's for final comments and updated for finalisation. Overview of initial findings for all 4 topics is provided. Some clarifications still needed on template, in terms of how to include experiences which are transversal to more than one topic. Due to vacation time, contact with stakeholders started late, but with good response so far. The initial group mainly composed of technicians and energy experts, but plans for involvement of local and regional authorities are ongoing, as well as NGOs, other associations, energy companies, financial institutions and media able to help with communication part.  About 15 people already part of the group, it will be enlarged.

P5 SERDA 

Local meeting held with decision makers and authorities, interesting information gathered and used for the context analysis. Further help needed, as well as advice welcomed, on how to establish a good and working stakeholders group, ensuring their involvement throughout the project. Are keen on learning from other partners’ experiences. 

1st LSG meeting postponed due to elections, re-organised for 30th September 

P7 DURHAM 

Stakeholder group set up and context analysis presented altogether.

Interesting points: identifying experiences were good examples, also those with particular barriers, in order to have clearer overview and avoid mistakes, also important lessons learnt.  Experiences identified, shared with stakeholders and asked for inputs. Document based on feedback. 

1st LSG Meeting was 8th August

P8 CRETE 

Work on context analysis been carried out, some inputs received from identified stakeholders, but document still needs further revised and integrated with more information. Further feedback expected; as soon as updated version of analysis will be shared with stakeholders to gather more inputs.

P6 EIFI

Intervened during session to provide important insight and suggestions for partners, stressing importance of involving LS's, in particular Managing Authority, ensuring good project outcomes.

Participative session on the GP template: how to practically complete the document?

GP template previously shared, allowing partners to start reflecting on document. GPs identification and selection process start month 8, when Step 2 of REBUS project officially launched. 

Overview of structure of template provided, stressing importance of understanding meaning of “good practice” as intended by Interreg Europe programme.  

GP template completed during session as exercise - shared with partners.   

Bilateral Exchange Rounds (BERs): 

A BER plan set up and shared with all partners, details in Full Minute Report.  

Starting from Semester 2 to Semester 5 all partners organise BERs. 

Partners paired up and select one or more of 4 topics; exchange documents and organise a Skype conference to exchange knowledge (varying depending on project phase). 

During interregional exchange events, each partner presents strengths/weaknesses of other partner experience as ice breaker. BER carried out in rotation, until every partner had chance to exchange bilaterally with all others.
