The Miskolc City Council and its asset management institute, the Miskolc Holding Zrt., participated in the organisation and implementation of the two-day program on the 5th - 6th of November 2018 in order to provide the participants with the utmost and most comprehensive information about the energy-efficiency developments of Miskolc, related to the REBUS project.
On the first day the delegation was welcomed by Deputy Mayor, Mr. Péter Pfliegler, who gave a comprehensive overview of the city, its past, present and future development ideas, highlighting the major achievements so far achieved in "green urban development". |
In 2011, Miskolc joined the European Green City Movement initiative and in 2015 the Covenant of Mayors, undertook to reduce the carbon emissions of urban firms and institutions by 20% by 2020. The City's Sustainable Energy Action Plan (SEAP) was also completed in 2016, in which the city undertook to reduce carbon dioxide emissions by 40% by 2030, far beyond the European average. In 2018, under the auspices of The Climate Group, Under2Coalition, the city pledged to cut CO2 emissions by 80% by 2050 compared to 1990.
Following the presentation of the Deputy Mayor, the delegation visited Miskolc Holding Zrt., where Mr. György Vécsi, Member of the Board of Directors and Mayor Commissioner, responsible for Energy and Utilities has provided a more detailed description of the key elements of the city's "smart and green" concept. He emphasized that by 2030, according to Miskolc's energy policy concept, the city intends to become 100% independent from the fossil fuels. Geothermal energy is already significant in the city, which accounts for more than 50% of green energy in district heating. The utilization of geothermal energy has reduced the natural gas consumption and emissions of the city's heating plant.

As a result of the panel program started in 2002, 15,000 energy-efficient homes were refurbished, resulting in 40-60% energy savings. In the field of building energy, the developments are also significant: the energetic renovation of Miskolc's municipal buildings, as well as the modernization of kindergartens, primary schools, cultural, sports and transport facilities were implemented with European Union support. The environmentally-friendly developments include the creation of a mechanical pre-treatment work in Hejőpapi, which resulted in a new era of waste management for 36 settlements in Miskolc and the region: the selective waste collection of homes could be completed and the extraction of valuable secondary raw materials could be started. On an annual basis, around 53,000 tons of rubbish is selected for recycling and in addition, energy-efficient RDF (Refuse Derived Fuel) is also produced. In order to provide the "raw material", a complete backbone of the selective waste collection system has been built in the area. György Vécsi presented the so-called "Green Arrow" project as well, with the renovation of the tramway line and the construction of a smart passenger information system. Besides, 31 new trams were acquired by the city. The project included the commissioning of 75 gas-operated (CNG) buses, which resulted in a massive greening of public transport in Miskolc and a reduction in travel time.
In the framework of the smart city concept, the Mayor commissioned the following developments: smart camera system, e-payment in urban transport, Miskolc e-ticket, Local Government Information Management system development, intelligent transport coordination system, Guide @ Hand Miskolc tourism application, (MISKOLC GISPAN® SPEED 2.0 GIS system), connecting local government photovoltaic cells to smart network centers, urban energy management, monitoring and coordination system development (smart measurement), digital community development (e.g. Miskolc Free Zone).
After the presentations, participants had the opportunity to visit several major development sites: the Pannergy geothermal power plant near Miskolc, the Csodamalom Puppet Theater, the Szabó Lőrinc Primary School and the energetically renewed Miskolctapolca Bath and Spa.
In addition to the REBUS staff exchange, the Municipality of Buzău expressed an intention for a long-term cooperation with the city of Miskolc. |
