The Institution
APA is the portuguese public institution whose mission is to propose, develop and monitor the integrated and participatory management of environment and sustainable development policies.
It accomplishes its mission through close and articulated cooperation with other public, private and civil society organizations. APA is based in Lisbon, has 894 workers and has 5 decentralized services - the Hydrographic Region Administrations, located in Porto, Coimbra, Lisbon, Évora and Faro - which are operational services for the management, monitoring and inspection of water resources including planning and management of coastal areas. As National Authority for Water, that works in close articulation with local authorities as with water and waste managing entities, APA is able to influence and implement policies to support the best practices learned on CAPonLITTER.
APA was created in 2012 as a result of the merger of 9 distinct bodies. It is a modern public institute, integrated in the indirect administration of the State, endowed with administrative and financial autonomy and its own patrimony. |

The team
| Margarida Nunes has a Master's Degree in Environmental Engineering and Spatial Planning and is senior technician on the APA board, working in the Tagus River District Administration. For many years he has been engaged in issues related to integrated coastal zone management (ICZM), including coastal zone master plans, risk management and beach managment. Currently and since 2009 she is also the regional coordinator for the attribution of blue flag to the beaches of the Lisbon and West Region and participates in the national Marine Litter Monitoring Programme activities. |
Isabel Moura is graduated in Chemical Engineer, and was for many years senior technician at the APA Reference Laboratory, working on Atomic Spectroscopy for metals analysis, also with field work for water, sediments and biota monitoring. Currently she works in the Department of International Affairs which deals with most of the EU environment information. She is the coordinator of the national marine litter monitoring programme on beaches, whose data are reported to the OSPAR Convention database and support the assessment by the Marine Strategy Framework Directive (MSFD). She is the representative of Portugal at the Technical Marine Litter Group. |

APA team was responsible, together with FCT-NOVA team and Joana Veiga (from EUCC- The Coastal Union) for the original design of this project. APA team develops most of the CAPonLITTER activities in co-production with FCT-NOVA team.
