The presentation on “Landfill management (LfM) supported by the ERDF in Brandenburg – Investment in waste or waste of money?” was held at the thematic event in Nicosia (Cyprus) on September 26, 2018 and focused on financial aspects of LfM projects.
Jan-Hendrik Kathmann (Ministry of Economy and Energy of Brandenburg, Germany) presented the status of the OP Brandenburg for the current period. Landfill management projects are tackled within the priority to shift towards a low carbon economy. Therefore projects that apply for funding must focus on:
- facilities for capturing and disposal of landfill gas (inclusive landfill sealing);
- installation of landfill sealing layers, to increase the efficiency of existing gas collectors from 30% to 80% of the whole gas capacity;
- construction of facilities for methane oxidation;
- construction of functional layers for the installation of renewable energy facilities.
Funding from 30% up to 80% can be provided depending on how effective gas can be collected, how innovative the technology is, and if the landfill gas is used for electricity/heat generation.
The mid-term consultation of the programme period 2007-2013 indicated that landfill management projects take some time to be established, yet once fully underway they are a valuable contribution to environment and climate protection with a good rate of financial effectiveness. The evaluation showed that initially many communities had difficulties to find co-financing for landfill management projects and that certain encouragement is needed to convince communities to channel their scarce financial means into landfill management measures. After taking the lessons learnt into account, Brandenburg devoted 20 million euros from the ERDF for LfM projects in the funding period 2014-2020 of which about 13 million euros have been selected or are in preparation (as of August 2018).
