This presentation was held at the thematic event in Nicosia (Cyprus) on September 26, 2018 and focused on financial aspects of landfill management projects.
Jan Frank Mars (Rijkswaterstaat, Netherlands) presented the funding for aftercare in the Netherlands. This is arranged in chapter 15 of the Environmental Management Act. The province manages a fund to pay for the aftercare, filled with levies from the landfill operator. At the closure of the landfill, the operator has to prepare an aftercare plan. The province Executive takes a decision on the plan. Then the responsibility for the aftercare period of the landfill is taken over by the provinces that make use of the aftercare fund. There is discussion about the strict transfer of responsibility and the different policies of the different provinces in the Netherlands
