The touristic development of Val Lapisina in Vittorio Veneto: from planning to actions

On of the most demanding objective foreseen by the Local Flavours Action Plan of Vittorio Veneto was the attempt to revitalize one of the most deprived and marginalized area of the Municipality: the Val Lapisina (Lapisina Valley). Located in the northern part of the territory, hit by a significant decrease of commecial activities and depopulation caused by the realization of the Highway around 40 years ago, the valley is located in a strategic place (one of the few “corridor” between the Dolomites and the Adriatic Sea) and has indeed a valuable natural heritage (lakes, springs, old villages, etc…) to be better valorized and promoted despite of the precence of the Highway buildings.

The valorization of Val Lapisina became one of the most relevant priorites for the Municipality of Vittorio Veneto in the Strategic Recommendations 2021-2027 for Touristic Development of the City, the second Policy Instrument addressed by Local Flavours project. In this framework, the Local Flavours Action Plan set a specific action (2.2) entitled “Investing on more decentralised and marginalised area of the city for a more cohesive touristic development”, connected with 3 related Sub-Actions:

• Sub Action 2.2.1: Elaboration of a Touristic Development Plan for a marginalized area of Vittorio Veneto (Val Lapisina);

• Sub Action 2.2.2 and : Attraction of additional resources to valorise some of the “key elements” of the Val Lapisina Plan

• Sub Action 2.2.3 Allocation of municipality resources for the valorisation of the “key elements” identified by the Val Lapisina Plan

From June 2021, the Municipality of Vittorio Veneto worked with an external providers for the elaboration and release of a strategic document entitled "Project for the Revitalization of the Lapisina Valley” (Sub Action 2.2.1). The Project was then used by the Municipality of Vittorio Veneto (as attachment) in the submission of a regeneration project within a call for proposals launched by the Ministry of the Interior, a project planning the regeneration of a former military site (Caserma Gotti) and of the Val Lapisina (Sub Action 2.2.2). Finally, the regeneration project was approved by the Ministry and funded with 5 millions euros by the National Recovery and Resilience Plan (PNRR), of which 1,5 millions are dedicated to Val Lapisina (Sub Action 2.2.3). The Municipality of Vittorio Veneto managed to direct an amount of money for Action 2.2 that is 5 times higher than planned and the interventions already started and are actually ongoing.
