The Gulf of Finland action plan has been designed and approved by Helsinki-Uusimaa Regional Council and Union of Harju County Municipalities at the end of phase 1 of PASSAGE project.
Jointly developed with stakeholders, this cross-border action plan aims at "Connecting capital regions in the Gulf of Finland with fewer carbon emissions".
It targets on actions that can help to connect the only capital regions within the European maritime straits with fewer carbon emission. The main focus is on transport as it is the core cooperation scheme for the strait. A smart approach has been taken for the actions. 4 different actions are being combined to avoid overlapping themselves and instead to create synergies:
- Action 1 – Policy change and impact: towards fewer carbon emissions;
- Action 2 – Ensuring low-carbon transport;
- Action 3 – Deepening of the cooperation: Memorandum of Understanding;
- Action 4 – Communication: broadening the awareness of a low-carbon Gulf of Finland.
