City Logistics in Calabria Region

Freight vehicles are mainly responsible for atmospheric and noise pollution, road congestion and risk of accidents with negative effects on the citizens quality of life, logistic costs and attractiveness of shopping areas. Calabria Regional Transport Plan (2016) promotes the implementation of measures, in the framework of city logistic, to achieve UE goals of zero-carbon in urban areas by 2030. Calabria Region wants to encourage the reduction of fossil fuels in freight urban distribution through the limitation of the most polluting goods vehicles.
Examples of applied measures:
• Regulation of the supply;
• Time windows;
• Accesses with reference to the dimensions of freight vehicles;
• Use of preferential lanes for local public transport;
• Accesses with an NDA network (Nearby Delivery Area);
• Integration with long-distance intermodal transport with UDC (Urban Distribution Centre);
• Demand management;
• Cooperation between stakeholders, local public and private partnerships;
• Rationalization of distribution;
• Infrastructural interventions;
• Delivery area network (including booking) within Limited Traffic Zone (LTZ);
• UDC and NDA;
• Pick-up Point to support the new online purchase models (e-commerce);
• ICT and ITS applications;
• Specific app or services on existing telematics networks;
• Traffic management and control (including delivery area booking);
• Use of eco-friendly and innovative vehicles;
• Reverse logistics.

Following the selection notice published by the Calabria Region in September 2018, the urban logistics projects presented by the Municipalities of Rende, Vibo Valentia and Reggio Calabria were financed. The realization of the three projects improved the liveability of urban centers and contributed to the achievement of the sustainability objectives defined in the White Paper of transport in 2011 which states that a zero CO2 emission urban logistics system is indicated in the main cities by 2030.

No particular difficulties were encountered during the selection phase of the projects to be financed. During the implementation phase, a careful monitoring activity by the regional offices is necessary for the deadline’s accomplishment for the implementation of the interventions.
