City municipality Kranj (CMK) shifts to the electric vehicles and RES infrastructure and optimizes the number of vehicles used for the public administration.
In December 2020 CMK changed 12 vehicles to electric. This officially launched the electric mobility project, which for the next 15 years in cooperation with an external contractor envisages the replacement of the vehicle fleet with e-vehicles together with a public network of charging stations and finally the installation of solar power plants with local electricity storage. Beside this, procedures to introduce 12 m e-buses into the public transport have started the same year. 2 ECS for charging the fleet were already set up. The beginning of e-mobility in Kranj is considered to be a purchase of an electric minibus in 2017, which runs through the city center. The project is based on three pillars. The first represents the replacement of 130 vehicles of the municipal administration, public institutions, together with the installation of charging stations intended for these vehicles. Under the second pillar, the concessionaire will install up to 30 charging stations with power up to 22 kW per charging station at five locations. Since they will be owned by the CMK, the municipality will determine the price of charging and thus provide citizens and visitors with charging their electric vehicles at the appropriate, non-market price. Charging will be possible with a municipal card and all other means of payment. The third pillar includes the installation of three solar power plants and battery storage facility.

1. Partial lesing of e-vehicles, testing the most suitable types and brands of e-vehicles. 2. Maintainance vehicles 100.000 EUR per vehicle, e-bus ECS 150.000 EUR per ECS, 80.000 EUR 22 kW per ECS, 520.000 EUR per e-bus, 25.000 EUR per e-vehicle purchased.

Evidence of success

2 ECS 22kW purchased and set up, finalised public procurement for external company for leasing, finalised administrative procedures and preparation of all necessary documentation for the project implementation and financing, change to 12 e-vehicles, done procedure to gain funding for 2 e-bus ECSs and battery storage system, partially set up of solar pannels, started procedure for public procurement to purchase the e-buses.

Difficulties encountered

Financing of administrative documentation, financing of the investments in all 3 pillars, preparing a feasible and sustainable financial structure of all 3 pillars.

Potential for learning or transfer

The practice could be interesting to other public administration in terms of considering all the segments of electic mobility (vehicles - purchase, leasing, charging infrastructure, microgrids for energy production from RES and energy storage systems) for public use and as an example for other municipalities. The main aspect of success is financial feasibility through subsidies.
