Towards carbon-neutrality: the regional low carbon cooperation group has produced a roadmap, which consists of practical measures to reduce carbon emissions.
South Karelia region has made a commitment to reduce greenhouse gas emissions by 80 % by the year 2030 from the level recorded in 2007. In order to achieve this aim, a regional low carbon cooperation group has been established for stakeholder engagement. The group has produced a roadmap that describes the region´s actions to achieve carbon neutrality by 2030. The cooperation group is lead by the city of Lappeenranta and wide range of stakeholders is involved. Common work increases the commitment of sectors to climate work.
The roadmap includes practical measures aiming to quickly and efficiently reduce emissions. The roadmap has been divided several sectors and one of them is built environment. Each sector includes a set of measures. The execution of the measures and their impact on emissions are described and also responsible organisation(s). The roadmap will be updated at least once a year. The cooperation group actively monitors the implementation and success of the roadmap.
Implementation of the built environment measures will be executed in close collaboration with municipalities of South Karelia. Additionally, one aim is to catalyse new concrete actions and projects in the region and encourage local businesses, residents, and municipalities to create and uptake new sustainable practices.
Example of action: Smart and efficient use of energy in buildings. Execution: Solutions of energy demand flexibility, for example virtual power plants and energy storages.

Resources needed

Wide range of stakeholders is needed including municipalities, research institutes, administrative organs, funding organizations etc. There is also need for coordinating organization .

Evidence of success

- stakeholders are working together
- identification of measures is done
- some of measures are already in execution
- wider implementation is starting soon

Potential for learning or transfer

The idea of roadmap is easy to copy. The most important thing is to find out relevant stakeholders and the most effective measures.
