Landfill taxation was introduced in Flanders with the purpose of reducing or avoiding altogether the landfilling of waste. The taxation is used to change the behavior of those producing waste through encouraging or discouraging particular systems of waste management/treatment.
Flanders uses a combination of legal, social and economic instruments to drive this change. A communication program supplements this by informing citizens and creating support and credibility. As a result the quantity of municipal waste reaching landfills has been dropping steadily.
The implementation of the incentive program not only discouraged certain practice, but also place an emphasis on providing (preferable) alternatives to waste producers.
