Donostia/San Sebastián UP! is the city´s investment Plan which aims to foster its economic development in an integrated and sustainable way. With this purpose, several measures are designed each year with the main target of creating new jobs, always with the focus that Innovation has to be the engine, the pillar to promote the generation of new companies and projects, the design of new public policies, etc. In summary, it is the city operational tool to strenghten and impulse its economic development.
The 2017 Plan keeps the path of the 2016 Plan, being structured in the following three main guidelines for the city:
People, as the base of every society. Therefore, public investments must be channeled to support and enable its development and integration in the jobmarket, strenghtening its Talent and promoting its social cohesion.
The enterprises, as a key agent to create employment and contribute to the economic development. This Plan stresses the importance of the companies with more added value, as well as those that have made a bet in the Innovation field.
The territory, as a concept including neighbourhoods, infrastructures, but also public spaces and equipments as the environment where citizenship and enterprises activity takes place.
In this framework, Fomento San Sebastian launches 9 different programmes “DonostiaINN Fundings“ for its companies and entrepreneurs, listed below:
INVESTIGA PROGRAMME
The purpose is to incentivise the incorporation of qualified individuals under the age of 30, who do not have prior professional experience in the sphere of research and who are currently unemployed, through the development of tasks linked to R&D and Innovation in business R&D units and research and technology centres
The entitities that can apply are local R&D and Innovation Centres and Entities in the city that, through R&D and Innovation projects, promote the recruitment of young PhD students.
Furthermore, this funding is directly related with the recruitment and employment of young qualified individuals (salary). Social security costs shall not be subsidised.
INNOVATIVE TALENT PROGRAMME
The purpose is to incentivise the development of local innovation projects by taking on qualified individuals under the age of 35 who are in a situation of unemployment
Local R&D and Innovation Centers and Entities in the city that are promoting local innovation or research projects based on knowledge, technology, etc. can apply.
Furthermore, this funding is directly related the recruitment of young qualified people: salary (except expenses) and social security.
LOCAL TALENT RETURN PROGRAMME
The purpose is to motivate under 35s with links to the city but who are currently living abroad to return to the city, by recruiting them to develop local projects based on knowledge and innovation.
Local R&D and Innovation Centers and Entities in the city that are promoting local innovation or research projects based on knowledge, technology, etc. can apply.
INNPLANTA PROGRAMME
The purpose is to support strategic costs of an innovative business project.
The entities that can apply are small businesses companies based and operating in San Sebastian. In the case of activities linked to internationalisation, they must have their business and fiscal headquarters in San Sebastian. Available to businesses owned or partly owned by a member of the Basque Science Technology and Innovation Network (RVCTI).
The purpose is to promote and develop, in collaboration with Biodonostia, projects with a technological component promoted by local businesses and entrepreneurs, through the technological transfer of knowledge developed in research centres in San Sebastian. Small businesses and entrepreneurs can apply.
The purpose is to promote and develop, in collaboration with Alianza IK4 settled in San Sebastian (CEIT-IK4, CIDETEC-IK4 and VICOMTECH-IK4), projects with a technological component promoted by local businesses and entrepreneurs, through the technological transfer of knowledge developed in research centres in San Sebastian . Small businesses and entrepreneurs can apply.
The purpose is to promote and develop, in collaboration with TECNALIA, projects with a technological component promoted by local businesses and entrepreneurs, through the technological transfer of knowledge developed in research centres in San Sebastian . Small businesses and entrepreneurs can apply.
The purpose is to promote and develop, in collaboration with CIC NanoGUNE, projects with a technological component promoted by local businesses and entrepreneurs, through the technological transfer of knowledge from research centres in San Sebastian. Small businesses and entrepreneurs can apply.
