EU_SHAFE develops a methodology for analysing and influencing local policy instruments in SHAFE though interregional knowledge exchange
The EU_SHAFE team has developed a methodology for the analysis of the policy instruments of the seven European regions involved in the project in what they approach Smart, Health, Age-friendly Environments (SHAFE).
The methodology has a twofold objective: first, it aims at analyzing how the policy instruments from each participating region approach four from the eight WHO domains for SHAFE (Housing, Social Participation, Community and Health Services and Communication). Secondly, it is expected that the methodology developed supports the regions in identifying possible room for influencing each policy instrument with reference to the work that has been carried out in the field by other European Regions.
The methodology proposes four steps to be followed:
Step 1 – Review of the good practices collected from all regions participating in the project in the domain in question;
Step 2 – General review of the policy instrument and of how it approaches the referred domain;
Step 3 - SWOT analysis of how the policy instrument addresses de WHO domain in question;
Step 4 – Reflection on how lessons learned from other regions could be included in the regional Action Plan in order to influence local policy instruments.
The methodology aforementioned has already been applied by the project partners for the analysis of the policy instruments in what regards to Domain 1 (Housing). The reflections and knowledge derived from such exercise were exchanged last November in the 1st Intense Sharing of Good Practices for Inter-regional learning, organized by Hamburg Region. The second Intense Sharing of Good Practices is expected to happen in the next months and will approach the analysis of policy instruments in relation to Domain 2 (Social Participation).
