Policy Instrument Addressed

The Centro 2020 Regional Operational Programme (ROP) is the main funding instrument available to the region for the implementation of its development strategy in the period 2014-2020. The use of European funds under ROP Centro 2020 is mainly geared towards strengthening the competitiveness of enterprises based in the region, with special emphasis on the efficient use of resources and the social inclusion of disadvantaged people. Ten strategic priorities have been established under the programme. EU_SHAFE intends to address the following axes:

- Axis 1 Research, Development and Innovation - IDEAS (€169 million) - Business investment in innovation and research and synergies between enterprises, R&D centres and higher education in networks and clusters through smart specialisation

- AXIS 5 Strengthening social and territorial cohesion - APPROACH and CONVERGE (155 million euros) - specifically in investments in social and health infrastructure.

This Action Plan aims to create a pilot and innovative project, preponderant for the definition of political strategies of health promotion and inclusion, through the development of a Wellbeing Kiosk Model, as a strategic context of citizen empowerment and as a tool for early diagnosis and monitoring of people with diseases. In this sense, the main objective will be to articulate these two axes with platforms 3 (life quality technology) and 4 (territorial innovation) in order to change their frameworks and allow the launch of new projects, proposals and initiatives to be funded in the future around SHAFE.


Policy Change Desired

Caritas Coimbra, in the scope of the EU_SHAFE project, carried out intensive research of good practices with the objective of identifying innovative measures and initiatives in different areas of health, construction, accessibility, environments, which contributed to the adoption of effective solutions for the construction of SHAFE Healthy and Age-friendly Environments. Through this research and bilateral meetings with different regional actors, experts in various areas, who made important contributions, it was possible to produce 3 documents with proposals of influences and good practices. Following this, we continued in close collaboration with the Centre Region Coordination and Development Committee (CCDRC), both through bilateral meetings and in the preparation of proposals for the Shafe criteria, in order to be included in the Calls for Proposals for Regional Development Projects.

The production of these documents provided an opportunity for the alignment of funding mechanisms, through a change in the strategic orientation of regional policy instruments, in order to provide the creation of true ageless communities.


Territorial Impact

The Centro Region Coordination and Development Commission (CCDRC) is the entity responsible for the Regional Operational Programme (ROP) Centro 2020, partner of the EU_SHAFE project. Since the beginning, it has followed the implementation of the Wellbeing Kiosk, having the opportunity to verify the involvement of partners and the benefits for the community. 

This action plan intends to progressively align the care community with the trends in health/wellbeing in order to result in a better management of the public health service, the reduction of waiting times, the use of new relationship channels, such as discussion forums, knowledge sharing, direct doctor/patient communication, monitoring of the situation and history of the citizens served and effective control of the application of public resources.

The goal will be, through monitoring, follow-up and final results, to improve local policies and practices based on learning from other partners, and to make this action plan scalable.
