Thermomodernization of public buildings in Starachowice - stage III - Municipal Kindergarten No. 11.
The city of Starachowice is a historic center of iron and steel industry and machine, as well as the wood, metallurgical, ceramic and meat industries. From the 19th century, the town became the largest center of the metal industry of the Kingdom of Poland, part of the so-called Staropolski Zagłębia Przemysłowego, since the beginning of the 20th century, it has become an important center for mining and iron metallurgy (the construction of a large furnace in 1899, which functioned until 1968). In the interwar period, Starachowice was an important center of the armaments industry, in the PRL the city was also an important automotive center - in the years 1948-1991, the "Star" Truck Factory operated here, specializing in the production of light and medium-sized trucks. At the end of the 1990s, the MAN concern was the owner of the car factory, at present MAN MAN is being manufactured at the MAN Bus factory
there are skeletons of buses. Also at that time, the Special Economic Zone "SEZ Starachowice" was created here, which covers an area of 168 ha in the city. In terms of air quality protection, the city is located within the Świętokrzyskie area, for which exceedances regarding PM10 and also benzo (a) pyrene were recorded. In connection with the need to improve air quality, the Starachowice commune authorities undertake a number of activities aimed at reducing the emission of gaseous and dust pollutants.

Resources needed

The total cost of the task is about 309 140.00 EUR, of which the eligible costs account for 87.96%, while non-eligible costs are 12.04%. Starachowice commune applies for co-financing under the Regional Operational Program for Świętokrzyskie Voivodeship for the years 2014-2020.

Evidence of success

The proof of the task will be the achievement of an ecological effect, which assumes a reduction of heat transfer coefficients by more than 50% through individual building partitions, about twice the efficiency of the hot water preparation system, 69.84% reduction in the annual heat demand for heating the building, increase in the share of renewable energy sources by 6.09%. The implementation of the task will bring savings in energy costs (about 10 139 EUR per year).

Difficulties encountered

Starachowice commune, planning the thermal modernization of public utility buildings, wants to carry out work on 4 educational units and 5 multi-family buildings. The difficulty encountered was related to the need to improve energy audits of buildings.

Starachowice commune is an example
of a local government unit that is not afraid to undertake more and more challenges related to the thermal modernization
of public buildings in the city and commune. Proper preparation of the investment for implementation, detailed work schedule, properly developed project feasibility study, as well as experience drawn from projects implemented in previous years, it allows for efficient and effective implementation of the project in a given area. Thermomodernization works regarding good practice concerned mainly: replacement of windows and doors with better heat transfer coefficients, insulation of the whole building with thermal insulation, renovation and insulation of the roof covering together with all the required sheet metal works, creation of anti-moisture insulation of the entire building . Thermomodernization of public utility buildings including this GP is intended to reduce greenhouse gas emissions by 20% compared to 1990 in Starachowice
