The City of Šibenik is the local authority responsible for the planning and implementation of activities related to urbanization, economic and entrepreneurial development, utilities, social welfare, childcare, education, traffic, civil protection, etc. The main strategic objective of the City of Šibenik is to establish favourable conditions for living and working in the local community and to provide balanced and sustainable social and economic development for its population. Bearing in mind the importance of tourism for social and economic development, the City of Šibenik pays special attention to the preparation and implementation of actions aimed at the improvement of the tourism sector on its territory.
Between 2006 and 2014 the City of Šibenik has implemented or is implementing eight development projects in the total amount of approx. 220,520,000 HRK (or 29,015,789.00 €) financed from various national and EU funds:
- Revitalization of the St. Michael Fortress (1,666,388.90 €)

Specific objective of the action is to establish St. Michael’s fortress in Šibenik downtown as a major destination of cultural tourism in the County of Šibenik–Knin. - Reconstruction of the Banj Beach (Phase I) and the Banj-Pekovac Walking Trail (Phase II) (1,719,756.00 € for Phase II)

Specific objective of the action is to revitalize the old part of Šibenik bay as one of the most attractive tourist points in the region by developing and improving public touristic infrastructure. - Bikarac Regional Waste Management Centre (Phase I) (11,762,241 €)

Specific objective: The Šibenik–Knin Regional Council intends to implement, in two stages, a Regional Waste Management Plan conforming to Croatia’s National Waste Management Plan and EU Directives. - iNavis Maritime Innovation Centre (3,439,153.44 €)
Role of the City: Project Promoter
Specific objective: The iNavis Centre is established as a centre of knowledge and technological transfer, a shared space for existing and new companies to expand and utilize their business networks. iNavis contributes to the development and strengthening of the marine and maritime business sector in the region. - Improvement of Communal Infrastructure in the Business Zone Podi (2,248,678.00 €)

Specific objective: INTERMODAL foresees the implementation of common activities aimed at identifying the best methods to foster the effectiveness of local transport systems according to the needs of areas involved. - NEXT – Collaborative Platform to Support Research and Technology Transfer (2,999,180.00 €)

Specific Objective: NEXT intends to create a collaborative platform to support innovation and technology transfer in the countries of the Adriatic area. - JEWEL – Joint Easily Wafted East Laboratory Model (2,106,251.00 €)

Specific objective: The JEWEL project of six historic towns addresses the phenomenon of social desertification in the town centre and deals with it by developing an innovative approach: the creation of a place, the Urban Centre, where the local community can exchange all relevant information about urban and territorial changes, thus having a direct role in the decision making process.
Through these projects, the City of Šibenik has gained valuable experience in the preparation and implementation of projects on topics similar to those covered by SHARE.
Currently, the City of Šibenik is involved in URBACT III projects: Reatailink and Vital Cities; SHARE from INTERREG EUROPE, ROSIE from INTERREG Central Europe, STEP UP from Interreg Italy-Croatia and large infrastructural projects from ERDF for the reconstruction of the St. John fortress (6,529,339.81 €) and the TROKUT entrepreneurship centre (3,619,092.05 €). The City of Šibenik also manages a Europe Direct Centre.
The Department of Economy, Entrepreneurship and Development is the internal city body in charge of implementing all projects financed from external sources and implements and coordinates SHARE. Currently, the Department has a staff of six, all with experience in different donor programme projects: Croatia IPA programme, IPA Adriatic Programme and South East Programme. Also, when needed (e.g. in public procurement procedures), the Department is backstopped by 4 certified procurement experts from the Department of Finances and also by 14 legal experts of the City should complex legal issues arise.
