After the closure of the first phase of the project, FAMP has started to work on phase 2.

This second stage includes actions aimed at improving the implementation of the various strategies of low carbon economy, as a result of the regional and interregional exchanges, and with the support of the map of actors that is being created.
Among the actions included in the action plan, the pilot action Red de la Energía de los Municipios Andaluces (Redema): Regional Energy Observatory stands out. This pilot action is approved by the monitoring committee of the Interreg Europe Programme and financed through the Interreg Europe 2014-2020 programme, and it aims to facilitate and promote the exchange of information between Andalusian local authorities, through the collection, management and systematization of energy data to improve the development and monitoring of Sustainable Energy Plans (SEAP).
Through the Regional Energy Observatory Redema, the FAMP seeks to strengthen this network, with the process of collecting, analysing and managing energy data from public buildings through a digital platform. This in turn will allow the development of guidelines for 'energy benchmarking' aggregated by type of buildings such as health, educational, sports and administrative, as well as according to their characteristics: surface, number of workers, number of users, hours of operation and type of public equipment.
The use of ICTs and the guidelines that will be set, thanks to the use of real data, will allow policy makers and technical staff to become aware of the consumption and savings gap between buildings of the same type, and to better identify possible energy efficiency measures to be developed.
It is important to note that Covid-19 has forced a redefinition of the approach to the foreseen tasks for the development of the project, but it has not entailed changes in the objective: on the contrary, they have been strengthened even more, and have allowed direct contact with the actors invited to participate and with the members themselves.
During the last few months, one of the lines of work has been the establishment of regional alliances to strengthen inter-institutional cooperation. To date, thirty-four letters of support have been signed with both public and private entities and bilateral meetings have been held with key actors - the Andalusian Energy Agency, Province and Local Energy Agencies, the Andalusian Institute of Statistics and Cartography, the Directorate General of Industry, Energy and Mining of the Andalusian Ministry of Finance, Industry and Energy - with the aim of publicizing the Regional Energy Observatory.
On the 17th and 29th of September, two workshops will take place online where the platform's data model will be defined according to the quality and number of information sources that have been identified, as well as the key parameters that will allow the technical teams and political representatives to improve decision-making on their energy policies regarding public buildings.
