LISA Mobility Lab offers a comprehensive package of public transport, bike lanes, shared vehicles and innovative mobility concepts in a collaborative way.
The goal of this initiative is to reduce the dependence on own cars in rural areas. It supplements the strong public transport network with additional flexible offers provided at attractive mobility stations with a uniform brand image. It reduces mobility costs and CO2 emissions. According to the motto "use instead of owning" shared mobility (eCar sharing, bike rental systems etc.) create an alternative to the own car. Increasing the number of persons per vehicle on the road also ensures more efficient use. We developed a new bike lane concept and connected new bike lanes to the mobility stations.
An innovation ecosystem was necessary to achieve the goals. A "Mobility Lab Lower Austria" was founded, a collaborative governance involving the province of Lower Austria, the participating municipalities and the implementation partners with special framework conditions and financial support. The Office of the Provincial Government, Department Zoning and Overall Traffic Matters, takes responsibility and actively manages the project. This framework of the Mobility Lab has made it possible to launch a new overall offer for mobility stations and flexible mobility services under the "LISA" brand.

Resources needed

The Mobility Lab Lower Austria and the activities around the LISA brand are financed by the Province of Lower Austria in a pilot for 3 years.
A current project in the subregion “Weinviertel” was evaluated and learnings will be considered for new projects. The project team consists of 3-4 FTE.

Evidence of success

The project is up and running. Further results will be measured according to the following criteria:
Quantitative indicators / continuous performance monitoring:
- Positive development of utilization of bus, eCar sharing, wheel boxes
Qualitative indicators / Positive feedback:
- Personal feedback from citizens
- Social media feedback from users
- Feedback from region/communities/partners

Difficulties encountered

- Build a team committed to the project (find project partners and sponsors)
- Competence building to plan, develop and implement new offers (e.g. design tender for new services)
- Involvement & participation of citizens
- Develop and ensure roles and financing for the continuation of the pilot.

Potential for learning or transfer

Relevance for the Next2Met project:
A major goal of Next2Met and the project “LISA - Mobility as a Service & Last Mile” is to make rural regions around cities more attractive. The cooperation of different partners creates a framework in which new possibilities of networked mobility can be tested and implemented. By integrating the new mobility services into digital channels, it will be easy for the population to use.

Key success factors for a transfer:
- Collaborative governance by relevant stakeholders: The cooperative framework conditions mobilized dynamics in the region with positive effects for further independent local activities. (Know-how transfer to the region as well as feedback from the region to the project executing agency helps to improve the offer continuously.)
