Implementation of a circular model of public procurement for installation of PV system equipment on municipal buildings (schools)
Public buildings and especially schools require a great amount for operating costs considering their construction age and the high use of electricity for the needs of cooling, heating and lighting.
The use of photovoltaic systems established in the roofs of these buildings provides an affordable energy solution, contributing in the drastic reduction of operating costs using energy solutions for reduction of air pollution and reducing energy consumption and greenhouse gas (CO2) emissions, and thus contributing to the reduction of climate change.
Municipality of Orestiada firstly targets saving energy and improving the environment but also the reduction of operating costs for electricity. Using photovoltaic energy systems, the municipality makes a strong turn for more green and energy-saving solutions, focusing in the creation of energy and environmental awareness for the proper observance of energy saving measures. Also, supports and highlights the exemplary role of local government in implementing energy saving measures by adopting of good practices related to energy saving and consumption.
Thus, it had issued the tender for “SUPPLY OF PHOTOVOLTAIC EQUIPMENT OF SYSTEMS FOR THE MUNICIPALITY OF ORESTIADA (installation and set of operation of three (3) photovoltaic roof systems in public school buildings of the Municipality of Orestiada).

Resources needed

The total cost of the contract amounts to 271.312,00€ (including VAT) and the funds are covering from Programme “Philodimos II”.
The payment of the supplier will be made after the certification of the delivered equipment and its operation by the competent department of the Municipality.

Evidence of success

Environmental impact: Reduction of air pollution, Reducing energy consumption and greenhouse gas (CO2) emissions, Local improvement of the microclimate and contribution to reduction of the thermal island effect.
Savings: Drastic reduction of operating costs, Significant reduction in CO2 emissions with an average annual total savings of around 210 tons, expected average annual electricity from PV panels is 208 MWh,

Potential for learning or transfer

The project concerns the purchase and the installation of PV power systems in the roofs of 3 public schools (3rd Gymnasium (multipurpose hall) 19.98 kWp (+ -5%), 7th Primary School 44.28 kWp (+ -5%) and 1st High School 74.84 kWp (+ -5%).
Net metering gives the opportunity to produce electricity, which you consume at the time it is produced and if there is a surplus, you give it to DEDDIE (Operator of the Hellenic Electricity Distribution Network) to get it back at night.
DEDDIE offsets the electricity produced by the PV, with the electricity consumed by the owner of the PV on an annual basis, transferring any excess energy to next year's bill, which ensures a circular business model of operation.
The tender utilizes the following technical evaluation criteria among other:
- energy efficiency of each PV system (20% weighting)
- proposed duration of the good operation guarantee offered (5% weighting)
- quality of after-sales service and technical assistance
