First level control information

This section provides information on the system set up for first level control in your country. Any costs associated with this control are indicated so they can be planned for in any project budget.

The system

Croatia has opted for a centralised first level control system. Expenditure of project partners from Croatia will thus have to be checked and confirmed by the following body:
Agency for Regional Development of the Republic of Croatia (ARD)
Directorate for First Level Control
Miramarska cesta 22, 10 000 Zagreb
Contact person:
Josip Malogorski
Assistant Director
Phone: +385 (0)1 64 00 668
Fax : +385 (0)1 64 47 608
E-mail: [email protected]

Andrijana Gavran

Phone: +385 (1) 4 81 14 31

E-mail: [email protected]

The project partners are requested to submit their progress report to the first level control body for verification and confirmation within 15 days after the end of each reporting period. In case of clarifications request, the project partners will be granted 5 days to reply.

The costs

As of 8 June 2020, the Ministry of Regional Development and EU Funds will no longer charge costs for first level control for Croatian partners involved in an Interreg Europe project. The costs resulting from the control and charged before the date of 8 June 2020 can be reported as eligible costs in compliance with the relevant EU-regulations and programme rules (EUR 510 per first level control certificate, EUR 290 for each on-the-spot-check).

On-the-spot checks

The first level control body will organise on-the-spot-checks on a random sample basis.
