Ele.C.tra project, under IEE Programme,encouraged development of new mobility model to increase short sharing and rent of electric scooters use in urban areas.
Genoa Municipality identified and involved different stakeholders through specific agreements:
• e-light-vehicles suppliers: vehicle providers
• infrastructure suppliers: recharging stations providers
• demand generators: potential users of the services
(e.g. schools, companies, etc)
• communication operators: stakeholders interested in dissemination of
undertaken actions and obtained results
Specific services as economic favourable conditions to a particular kind of customers and cooperating in dissemination initiatives help to dissemination electric vehicles thematic to the users with conferences, road shows and public meetings.
Stakeholders supported the project with specific services and targets (i.e. providing economic favourable conditions to a particular kind of customers, cooperating in dissemination initiatives etc).
The Area Mobility Management offices promoted the action to other neighbouring municipalities and to big companies with a high potential in terms and employees and fleets.
Common citizens/users are the main target of the project. They have been involved in surveys about the mobility habits and in different kind of events (conferences, road shows, public meetings focused on specific user target and/or local needs).
The project ended in December 2014, but the stakeholders network is actually in progress to increase new initiatives about e-mobility.

Resources needed

The number of subjects involved are:
- 23 Mobility Managers
- 127 subject including Stakeholders in different CDG events about electric mobility
The amount of financial resources used in the project is € 142.000,00.

Evidence of success

The project disseminated knowledge of e-scooter to the users, but the market is still not very developed even for high cost of vehicles.
Otherwise thanks to signing of memorandums of understanding with various stakeholders in e-mobility, the Genoa Municipality established a network to develop e-mobility. Municipality constantly maintains these contacts useful to increase use of e- vehicles and the electric columns on territory. 31 e-charging were installed in 2018 and about 110 in 2019.

Potential for learning or transfer

Specific services as economic favourable conditions to a particular kind of customers and cooperating in dissemination initiatives help to dissemination electric vehicles thematic to the users (citizens, big companies, etc) with conferences, road shows and public meetings.
The e-light-vehicles providers can to know to the users new electric scooters and bikes and the incentives to purchase and use.
