The Plan to Promote Mobility with Alternative Energy Vehicles (MOVEA) is a measure that encourages the acquisition of alternative energy vehicles in Spain.
MOVEA plan is trying to renew the car fleet in Spain as more than half of the cars are older than 10 years creating a double threat for safety and for the environment. This goal can be reached turning actual and old cars into electric and hybrid means of transport including cars, motorcycles and motor-assisted bicycles.
This plan consists in financial aids to the purchase of electric, natural and hybrid gases as well as the installation of charge points. The quantity of this grant varies from 500€ to 18000€ depending on the type of vehicle and if the acquirer is a person or a company. The amount of aid does not change and includes both cars and plug-in hybrids and extended-range hybrids. For these models, with a price excluding VAT of less than 32,000 euros, the aids are:
1. Fully electric autonomy greater than 90 km -500 euros.
2. Completely electric autonomy between 15 and 90 km -700 euros.
In the case of electric motorcycles, depending on their power and price, the aid is 1,500 or 2,000 euros. For light electrical motorcycles it is 1,950 euros and for heavy ones 2,350 euros. On the other hand, for motor-assited bicycles, the aid is 200 euros.
The dealerships enrolled in the project have to offer an additional discount of 1000€ and facilitate the installation of a charge points.
The beneficiaries may be self-employed, legal persons, private companies, public entities linked to the State administration, regional administrations and local entites.

Resources needed

The amount of financial resources used is 14, 2 million euros.

Evidence of success

The evidence of success appears when MOVEA plan (prior to MOVALT) took several months to be implemented but in less than 24 hours the funds destined to the acquisitions of electric transports were finished. In the month of December the volume of registration increased 115% with respect to the year 2016. The registration of hybrid and electric cars in Spain closed 2017 with of 79.9% in only one year. Due to the growth and success of this plan, the government has prepared the new project: MOVALT.

Potential for learning or transfer

If what is intended is to boost efficiency and sustainability solutions, there is no better option than following the role for majority of European countries that support electric car.
