On November 28th, the first ENHANCE Dissemination Event was held in Barcelona.
The event has been designed with the aim of sharing the results of the exchange of experiences process and mutual learning between the different participating regions of the project. This process has concluded with the determination of an EMAS Action Plan for each region. The Dissemination Event has been constituted as the framework for the presentation by each partner of the selected actions to be included in an EMAS Action Plan.
The project partners are committed to implementing an EMAS Action Plan in each region during the next two years (2019-20) with the essential support of their stakeholders. Thus the EMAS regulatory reliefs and incentives identified during the learning process and exchange of experiences will be a reality in the short term and will be projected with the identification and implementation of new measures that give continuity to the boost that ENHANCE is generating in each region.
During the event, has also been created a space for the debate on EMAS and circular economy, exposing and sharing knowledge on how to integrate the concept of circularity in the management of the organisation.
The Dissemination Event has enabled the participation of attendees in the assessment of the practices of each region Action Plan presented and draws very interesting conclusions at the closing of the event. The participation process has allowed the identification of new opportunities to position EMAS as a strategic tool to favour the change towards a circular economy model, but it has also giving visibility to how organisations face certain difficulties to approach this process efficiently.
For the exercise of the participatory process, an on-line collaboration system was used through the mobiles, capable of directly visualising the results of the voting of the good practices presented and of collecting new proposals for commenting directly during the development of the workshop.
The voting system was carried out by asking attendees several questions in four categories:
- REGULATORY RELIEF
- GREEN PUBLIC PROCUREMENT
- EMAS PROMOTION
- ECONOMIC BENEFITS
The data entry was made by the mobile terminals of each participant.
In addition, attendees were asked to provide new proposals for actions that could be introduced in an urn.
Overall, a more outstanding assessment of the measures of REGULATORY RELIEF has been observed, followed by the advantages associated with GREEN PUBLIC PROCUREMENT and ECONOMIC BENEFITS.
The assistants also used the online system to indicate other proposals or priorities that we grouped in the following points:
1. Promote the figure of those responsible for the Management and Environment System in organisations.
2. Facilitate EMAS access to SMEs .
3. Greater informative action of the EMAS Regulation, included within the public administration itself.
4. Recognise and reward EMAS organisations.
5. Facilitate the realisation of Environmental Declarations via online or via digital / web ...
Subsequent to the debate of the proposals and to give continuity to the binomial EMAS-Circular Economy, the event has included a wide space for the presentation of the integration of Circular Economy concepts within the framework of the European EMAS Regulation. In this framework, attendees have also been able to participate actively through their mobile terminals, introducing those issues, concerns or needs in the EMAS and Circular Economy relationship.
